It was seen in Reading, UK, on 2012-09-08, in West Hollywood, California, on 2013-06-09, in San Francisco, California, on 20136-06-30 and in Jacksonville, Florida, on 2013-10-12.
The words come from a song and album title from the artist Lady Gaga, herself a major supporter of the LGBT community.
This dates the creation of the flag into the year 2011, when the said album was released, or 2012, when the first of photos listed as sources was taken (until an earlier is discovered, that is).
